The Executive Board of the 1st District People‘s Committee of the City of Belgrade appointed Samuilo Sarafić as a legal guardian of absent Jakov Žak Mandilović and Vida Popov, née Mandilović. The guardian was needed for the process of expropriation of their property at 58 Cara Uroša Street.

The case was revealed when David Levi, a shipping agent, was handing over the merchandise to the customs officers. He was interrogated and he stated that he had bought the stamps in the store of Avram Melamed and his son Jakov, and they had purchased the stamps from Mijailo Mijailović.

Jakov A. Simon communicated to the Ministry of the Interior regarding his admission to the Serbian citizenship in line with the order of the Administration of the City of Belgrade on the eviction of all foreign citizens. Simon asserted that he had been living in Belgrade for 20 years, that he gained his property there and that he confirmed his loyalty to Serbia. Enclosed to his communication was the certificate issued by the Jewish Religious-School Community that he lived in Belgrade with his family since 1900.
